When notorious serial killer Joe Carroll escapes prison, the FBI calls Ryan Hardy, the psychologically scarred ex-agent who captured Carroll years earlier. Hardy soon discovers that Carroll has cultivated a network of killers to help him pull off a chilling new killing spree.
